In this sort of faux 17th century setting or threabouts you have anthropomorphic rats, gods, and your usual monkeyboys.

Rats have a rebellion brewing, and everybody isn't really fond of the god types in charge. A fairly explosive situation for the Architect Causabon and the Soldier-Scholar the White Crow to eventually team up and try and get the city out alive, along with some help.
